3 Statistical presentation
3.1 Data description Road transport includes motor vehicle transport, general purpose motor vehicle roads and traffic accidents. Motor vehicle transport includes general and non-general purpose transport types.
General purpose transport implements the carriages of freights of the branches of economy and population, as well as the transportation of passengers through general purpose route.
Non-general purpose transport implements freights transportation of the given organization by the means of vehicles, as well as the transportation of employees of the given organization (intra-economic and service transport).
Main indicators of motor vehicle transport product are the volume of freights transportations (tons), freight turnover, (tons-kilometers), volume of passengers transportations (passenger) and passenger turnover (passenger-kilometer).
The volume of passenger transportation and passenger turnover of motor vehicle transport is defined by separate types of communications - intercommunities, intraregional, interregional and interstate.
Roads of the Republic of Armenia according to the type of use are classified:
1) general purpose roads;
2) non-general purpose roads
General purpose public motor vehicle roads according to their purpose are classified:
1) interstate motor vehicle roads
2) national motor vehicle roads
3) marz (local) motor vehicle roads
Non-general purpose motor vehicle roads are the property of physical and legal entities and are used for their internal economic, technological, service, personal, patrol and other needs; and these roads can be used only by vehicles authorized by the owner.
Traffic accident statistics includes the number of road accidents caused by violation of road traffic rules (RTR) by vehicles’ drivers and individuals and resulting injured persons: victims and wounded persons by the place of the accident, reasons, age and gender.

3.3 Sector coverage Genera purpose motor vehicle transport includes Section H on Transportation and Storage of the Armenian Classification of Economic Activities (NACE Rev. 2) , where all road transportations are included: on-schedule or off-schedule passenger and freight transportations and services related to the transport operations: operation of parking and passengers and cargo accumulators (terminals), cargo handling, storage, activities of transport agencies, cargo transport handling, etc. The leasing of vehicles or equipment with a driver or operator, as well as subclass 42.11.0 “ Construction of roads and motorways” of the section F on 'Construction' are also included.
Non-general purpose motor vehicle transport includes the units of all branches of the economy according to all sections of the classification of types of economic activities at the five digits level , as well as public administration and local self-government bodies.
3.4 Statistical concepts and definitions
Volume of freight transportation (transported freight) covers the amount of freights actually shipped, taking into account the weight of package or container.The volume of cargo (transported cargo) includes the actual amount of transported cargo, taking into account the weight of the container or container.
Freight turnover (in ton/km) is calculated as a sum produced by multiplying the weight of each consignment of freight in tons by the length of its transportation.
Volume of passenger transportation (transported passengers) includes number of passengers actually transported by transport facilities (including the passengers enjoying the rights of free of charge traffic).
Passenger turnover (passenger-kilometer) is defined by multiplying the number of passengers transported by the average distance per passenger.
The indicator of profit from the operation of motor vehicles covers the total revenue received from the operation of vehicles and is calculated without value added tax. This indicator is reported by all respondents, whose motor vehicles have been operated on commercial basis (i.e. on paid basis).
The profit from freight transportation (without value added tax) covers the total profit received from operation of freight transport.The profit from freight transportation does not cover the revenues from loading-unloading activities, commercial and delivery operations, reserves operation and other services related to freight transportation.
The profit from operation of buses and micro-buses (without value added tax) cover the profit from operation of buses, micro-buses and buses by order.
The profit from passenger taxies (without value added tax) cover all types of payments received from operation of taxies, including the profit , which is received by the customer from the operation of the organization’s vehicles for service purposes.
The profit received from auxiliary and additional transportation activity (without value added tax) includes the profits received from the following types of transport activity:
1) Loading and unloading of freights
2) Freights maintenance and storage
3) Stations and parkings
4) Other services: revenues received from fees for operation of garages and parking places (outdoor and indoor), as well as maintenance fees for parking of motor vehicles, motorcycles, bicycles, from use of highways, general purpose motor roads, sidewalks, bridges and tunnels operation commissions from transport agents related to the freight transportation, etc.
Motor vehicles operating costs include motor vehicles operating costs related to freight transportation and passenger transportation in the reference period (material costs, salary, remuneration and other payments equal to it (including incentive-compensation payments)), compulsory social insurance payments, social benefits at the expense of the respondent, amortization parts removal of fixed assets, automobile motor vehicles current repair and maintenance costs and other costs. The latter is presented without value added tax.
The costs of freight transportation does not include other costs related to the loading-unloading activities, delivery operations, storages operation and freight transportations.
The motor vehicles running includes all vehicles with freight (with passenger), empty and zero runs.. I
nterstate roads are the roads that connect the road network of the Republic of Armenia with the road network of other states and ensure the international transport communication.
National roads are the roads that connect towns of the republic with the capital city and with each other, as well as with cultural, religious centers, and interstate roads.
Marz (local) roads are the roads that connect rural settlements of the country with each other, with other towns, as well as with national and interstate roads.
3.5 Statistical unit Motor vehicle transport sphere enterprises, legal entities and individual enterpreneurs of other sectors of economy owning and operating transport means by property and other rights ,as well as institutions, public administrations, local self-government bodies, units on the balance of which the general and non-general use roads are available. An administrative register is used for information on traffic accidents, such as administrative data received by the RA Police.
3.6 Statistical population The general population of road transport and traffic accident statistics is formed:
-the population of general use motor vehicle transport –from the motor vehicle transport enterprises, legal entities and individual entrepreneurs by exhaustive observation (NACE Rev.2, Section H)
- the population of non- general use motor vehicle transport - from units of all sectors of the economy by exhaustive observation method, according to all sections of the classification of types of economic activities, at the five digit level of, excluded (NACE Rev.2, Section H) Population of communication channels:
-the population of public roads includes: RA Ministry of Territorial Administration and Infrastructures, regional administrations, the Municipality of Yerevan,
- the population of non- general use motor vehicle transport includes the units of all sectors of the economy according to all sections of the classification of types of economic activities, at the five digit level .
- The information on traffic accidents is collected from an administrative source - the RA Police.
As the freight transportation activity is not licensed, the statistical business register and the information provided by the State Revenue Committee are used to form the general population of the sphere.The monitoring field is supplemented by units found during observations and by various advertisements. The results of the tenders held by the RA Ministry of Territorial Administration and Infrastructures, and in case of intra-community transportation, the results of the tenders held by the communities are used to create the general population of passengers transportation by buses and minibuses. The list of licenses is used to form the general population of light passenger taxis. The database of vehicles provided by the RA Police is used to form and supplement the population of non-general purpose motor vehicle transport.

8 Release policy
8.1 Release calendar Monthly indicators are published on the 35/36th day following the reference period and the annual indicators are published in the 4th quarter of the year following the reference period. Armstat ' Statistical Indicators Release Calendar' includes in advance the date when statistical data should be published yearly, by month and includes a list of planned indicators from January 1 to December 31 of the current year. The information on road transport and traffic accidents is published in line with the annual release calendar, which is publicly available. There have been no reported violations of the publication deadline. If the end of any work falls on a non-working day, so the next working day is considered as the end of the work, and for work with the deadline of the last day of the month - the last working day of the deadline month is considered the end of work .

8.3 User access All users have equal access to statistical releases at the same time.Any privileged pre-release access for any external user is restricted and controlled. In case of a formal request for information on non-published indicators by users of statistical information, additional indicators are calculated and provided to them as much as possible, while maintaining the principle of confidentiality over statistical information.
Road transport and traffic accidents indicators are published on Armstat's website under section' Transport and communications' according to the Annual Statistical Program and the European Statistics Code of Practice (adopted on 16 November 2017), respecting scientific independence and in an objective, professional and transparent manner in which all users are treated equitably.

For research purposes, based on the application submitted by the researchers to Armstat and by the decision of the State Council, data containing statistical confidentiality may, in exceptional cases, be provided or published by Armstat in the anonymous form, not allowing direct or indirect disclosure of individual data. The data is used exclusively for research purposes, cannot be transmitted to other persons, cannot be published in the any anonymous form at the individual level and cannot be compared with the individual data obtained from other sources, all sources of instructional materials are mentioned, and those anonymous data are destroyed after the surveys.
The provision of non-disclosure or other non-dissemination of information does not apply in case, when they, in accordance with the legislation of the Republic of Armenia, are the information reflecting natural or other monopoly activity, non-disclosure (non-dissemination) of which will have a major impact on maintaining the principles of statistical information completeness.

The Road Transport and traffic accidents statistics methodological framework is documented in the instructions to fill in questionnaires, in relevant quality declarations , the GSBPM, and in the 'pool model' of the GSBPM as a visualization tool, in the relevant part of the official statistical publications.

Road transport and traffic accidents indicators are used to develop strategies in the sphere of transport, to solve strategic issues, to analyze the business environment, to determine development trends, etc.

12.3 Completeness In order to ensure the completeness of the statistical information on road transport and traffic accidents, the field of statistical monitoring of the sphere is regularly updated and completed. In order to provide complete information on the sphere , a general population design is carried out . The design of the general population is implemented to provide complete information regarding the sphere. For this purpose, the information on the fact of activity of the previously known motor vehicle transport sphere, as well as other companies processing and operating motor vehicle means in all sectors of the economy is received from all possible sources and the organizations immediately notified about being involved in the statistical observation field and then the relevant statistical information is collected. In order to ensure the quality and completeness of data of motor vehicle transport sphere , the adjustment tools are being developed, implemented and upgraded . In order to adjust the real volumes of the main indicators of the sphere, unrecorded field adjustment coefficients are used and an additional calculation is implemented.
13 Accuracy and reliability
13.1 Overall accuracy The general population of road transport and traffic accidents statistics is formed as a result of an exhaustive observation. General purpose road transport statistics include only information collected from all road transport units on a monthly basis. Non-general purpose motor vehicle transport statistics includes statistics collected from units operating motor vehicles in other spheres on an annual basis. The general population is regularly monitored and if necessary, combining with existing administrative sources, the general population is supplemented to ensure the completeness of the information. In order to ensure the general accuracy and completeness of statistical information on the road transport and traffic accidents, adjustments of the collected indicators are carried out periodically, based on the methodology of calculation of indicators, as well as the available administrative information.
The databases provided by the Police of RA, the State Revenue Committee of RA and Ministry of Territorial Administration and Infrastructures of RA are used as an administrative source. In order to ensure the completeness of the information in the sphere of motor vehicle transport, an additional calculation is carried out - such as the assessment of the unregistered field.
13.2 Sampling error Not applicable.
13.3 Non-sampling error Armstat tries to reduce non-sampling errors through continuous methodological improvements and statistical processes improvements, which can help to avoid coding and typing errors.
14 Timeliness and punctuality
14.1 Timeliness Monthly indicators are published on the 35/36th day following the reference period and the annual indicators are published in the 4th quarter of the year following the reference period.Any deviation from the preliminary data dissemination calendar is notified to the public until the shedulded date of dissemination. The new dissemination date is approved and published within a reasonable time.
14.2 Punctuality The standard day time for the irelease of road statistics is made public. Release policy is defined and published. Release policy defines various types of publications and their respective release procedures. The releases are published at the standard day time. The data are published in accordance with the schedule of publication of annual programs and no delays have been reported.
Monthly ipublication on the 35/36th day following the reference period at 12.00 and the annual data are published on November 29 at 12.00.
15 Coherence and comparability
15.1 Comparability - geographical An exhaustive observation of the sphere is carried out in 10 marzes of the Republic of Armenia and in the Yerevan city.
15.2 Comparability - over time Before 1998, the indicator has been presented in accordance with the structure of All Union Classification of Branches of National Economy. From 1998-2001 the International Standard Industry Classification (ISIC) Rev.3 has been applied (UN). Since 2002, the indicator has been submitted in accordance with the Armenian Classification of Types of Economic Activity (developed on the basis of the Classification of Economic Activities (NACE)( Eurostat). Since 2010 onwards the NACE Rev. 2 is applied.
15.3 Coherence - cross domain The methodology for calculating the indicators is comparable to the same indicators (freight, freight turnover, passenger, passenger turnover) of other types of transport (air, rail, electrotransport, pipeline). Road transport statistics is calculated and published only by statistics.
Indicators are coherent with the information from the business register, industry, construction and BOP, as well as the information provided by the State Revenue Committee of RA and the Ministry of Territorial Administration and Infrastructure of RA as a source of administrative information.
Traffic accidents statistical indicators are received only from an administrative source.
15.4 Coherence - internal There is an internal coherence.
16 Cost and burden The completion time of the reporting form on road transport by enterprises is 117 minutes and time spent on each question is 0.4 minutes. Respondents burden has decreased by 4.98% in the last year.
17 Data revision
17.1 Data revision - policy The data revision policy and error correction process are described in Armstat 'Information dissemination and communication policy' document.
17.2 Data revision - practice Incomplete or distorted information is verified, as well as incorrectly coded information is matched to the requirements of pre-approved classifications. As needed, the validation of relevant codes on registration in the tax bodies, identification, registration of organizations in state register is implemented using the data provided by the business register maintained by Armstat and by the body of the RA Ministry of Justice implementing state registration of legal entities being used as an administrative data source.
18 Statistical processing
18.1 Source data The main source for compiling indicators are data collected through the statistical reports directly from respondents: legal entities, individual enterpreneurs, institutions, public administration and local self-government bodies. An administrative register is used for traffic accidents statistics: administrative data received from the RA Police.
18.2 Frequency of data collection Monthly, Annual
18.3 Data collection The collection of statistical information is carried out through the territorial units of Armstat`s Yerevan city departement, marz departments, the Transport and Communications Statistics Division by hand, by mail and by electronic system according to the Resolution No. 05-N dated 20.06.2016 of the State Council on Statistics 'On Approving the Procedure for Collection of Statistical Data' (Armenian).
18.4 Data validation The collected information is entered into an electronic environment after arithmetic and logical verification. The input of information is carried out mechanically, as well as by direct input of information to the electronic environment. There are methodological guidelines and instructions needed to verify the information. (Armenian)
18.5 Data compilation Input software (Microsoft Office Access) has necessary tools for arithmetical and logical checks of input data, systems for checking the sum total, logical chains, organizations’ registration, identification and tax codes compliance and other automated checks ‘systems.
18.6 Adjustment The main source for compiling the indicators is the data collected directly from the respondents through statistical reports. The methodological requirements for obtaining the indicators are strictly followed during the whole process of receiving the indicators, according to the pre-defined classifications, methodological guidelines, instructions for filling in the statistical reporting forms. The source of inaccuracies during the observation could be the incomplete or full absence of answers by information providers, as well as the use of incorrect methodology for calculating indicators, inaccuracies of information available in the business register (incorrect determination of the type of activity or its change during the year), etc.The completion of the missing data is implemented using the data on the indicator presented for the previous period in case of the lack of the alternative information on them. The completed data in case of being available for the next periods is subject to adjustment. In order to ensure the accuracy, completeness and quality of the indicators, they are compared using the information from the business register, as well as the information provided by the State Revenue Committee as a source of administrative information.
In case of changes or adjustments to the information provided by statistical information providers, the indicators already published by Armstat are subject to relevant changes and adjustments following national and international standards.
