2 Statistical presentation
2.1 Data description The value volume index of services (at current prices) and the physical volume index of services (at comparable prices) are used for calculation of the dynamics of volume of services.
The value volume index of services at current prices defines the change of services volume due to two factors: the price change and the change of the sold services number. This index is calculated by dividing the value volume of services of the reference period by the value volume of services of the base period (at current prices), which is as follows:

Ο1, Οο – are the value volumes of services correspondingly for reference and base periods at current prices.
The physical volume index of services describes the change of the volume of the price , excluding the influence of price change. In order to calculate the services physical volume index, the volume of the reference and base periods is compared at comparable prices, i.e. with the prices of the same period.

Ο1, Οο – are the value volumes of services, correspondingly for reference and base periods at current prices. Ι Д – Consumer Price Index (CPI) for services in comparison of the reference period with the base period.

2.3 Sector coverage Volume of services is calculated according to NACE Rev.2 and includes the following sections: I – “Accommodation and food service activities”, H - “Transportation and Storage”, J - “Information and Communication”, K – “Financial and Insurance Activities”, L - “Real Estate Activities”, M - «Professional, Scientific and Technical Activities”, N - “Administrative and Support Activities”, P - ‘Education”, Q - “Human Health and Social work activities”, R -“Arts, Entertainment and Recreation”, S - “Other Service Activities”.
2.4 Statistical concepts and definitions The services are the different activities implemented by the producers upon the consumers’ request, which usually results in the change of situation of the units receiving the services.The production of services and their provision to the consumers are usually implemented in parallel and these processes are inseparable.The calculation of all types of services is implemented for the period, during which the services have been rendered regardless of the payment according to the registration principle.
Volume of services includes all taxes, except for the value added tax and other indirect taxes.
The volume of services does not include those interest rates, fines and penalties, which have occurred as a result of non-payment for services or not making payments on time.
2.5 Statistical unit Economic entity operating in the field of services.
2.6 Statistical population The statistical business register is used to form the general population of services statistics. The design of the general population is implemented to provide complete information regarding the sphere of services. For this purpose, information on the activities of previously known organizations in the field is obtained from all possible sources, which is immediately followed by the notification of these organizations to be included in the field of statistical monitoring, nd then the relevant statistical information is collected.
2.7 Reference area All marzes of the Republic of Armenia and Yerevan city.
2.8 Time coverage Indicators have been recorded since the 1920s.Statistics are comparable over a reasonable period of time. The indices of volume of services are calculated on a monthly basis.

3 Statistical processing
3.1 Source data The main indicators of information compilation are the data on the volume of services collected from the monthly statistical reports submitted by legal persons and individual entrepreneurs, as well as price indices received from Armstat's Price Statistics and International Comparisons Division. The monthly information on financial and information technology services is received from the state bodies with administrative authorities.
3.2 Frequency of data collection Monthly
3.3 Data collection Statistical data collection is carried out by the relevant structural-territorial subdivisions of Armstat`s regional and Yerevan City departments` by hand, mail and electronic system according to the Resolution No. 05-N. dated 20.06.2016 of the State Council on Statistics 'On Approving the Procedure for Collection of Statistical Data'.
Statistical data collection is carried out through the statistical reporting form “On volume of services” Form 1-services (monthly) (Armenian).
3.4 Data validation The collected information is entered into an electronic environment after arithmetical and logical verification. The input of information is carried out mechanically, as well as by direct input of information to the electronic environment. There are methodological guidelines and instructions needed to verify the information (Armenian).
The methodological requirements to the received indicators are strictly followed during the whole process of indicators receiving according to the pre-defined classifications, methodological guidelines and the instruction on completing the forms of statistical reports. Output data are compared with the previous month (period) of the last year. It is carried out the study of differences between the data.
3.5 Data compilation Input software (Microsoft Office Access) has necessary tools for arithmetical and logical checks of input data, systems for checking the sum total, logical chains, organizations’ registration, identification and tax codes compliance and other automated checks ‘systems.
Based on the information of the electronic database, summary data are obtained by separate statistical indicators.
3.6 Adjustment The source of inaccuracies during the observation could be the incomplete or full absence of responses by information providers, as well as the use of incorrect methodology for calculating indicators, inaccuracies of information available in the business register (incorrect determination of the type of activity or its change during the year), etc.The completion of the missing data is implemented using the data on the indicator presented for the previous period in case of the lack of the alternative information on them. The completed data in case of being available for the next periods is subject to adjustment.
In order to ensure the accuracy, completeness and quality of the indicators, they are compared using the information from the business register, as well as the information provided by the RA State Revenue Committee as a source of administrative information.
In case of changes or adjustments to the information provided by statistical information providers, the indicators already published by Armstat are subject to relevant changes and adjustments following the national and international standards.

5 Relevance
5.1 User needs The main users of statistical information are public administration and local self-government bodies, public, scientific-educational, financial organizations, business community, mass media, international organizations, etc. Indices of volume of services are used for the purpose of developing strategies in the field of trade, solving strategic issues, analyzing the business environment, identifying development trends etc.
5.2 User satisfaction Users needs are studied through discussions, consultations, comments on draft statistical programs, and through the

5.3 Completeness The volume indices of services are calculated on a monthly, quarterly, semiannual and annual basis. reference month to the previous year's corresponding month, reference month to the previous month, reference quarter to the previous year’s corresponding quarter, reference quarter to the previous quarter, reference semester to the corresponding semester of previous year, reference year compared to the previous year. The calculation of the obtained indicators is used for the construction of time series.
5.3.1 Data completeness - rate Statistics is 100% produced according to the statistical programs.
6 Accuracy and reliability
6.1 Overall accuracy For the calculation of the volume of services, monthly reports are collected from those economic entities of RA Marzes and the Yerevan City (legal entities and individual entrepreneurs), whose last year turnover was more than 24 million drams. In case of having an annual turnover of less than 24 million drams by the results of the previous year, the collection of reports from the respondents is being stopped. The cease of the collection of reports does not refer to those economic entities, which, depending on the type of activity, cannot be considered as micro-entrepreneurship entities. The latter submit a report, regardless of the annual volume of services. And the monthly information on financial and information technology services is received from the state bodies with administrative authorities. The basis for updating the database is the constantly updated database of the business register. The annual database of economic entities in the field of monitoring of the unit is compared with the administrative database of the RA State Revenue Committee and the supplement of missing data is implemented.

6.3.3 Non response error The source of inaccuracies during the observation could be the lack of responsesfrom information providers, inaccuracies in the information available in the business register (incorrect determination of the type of activity or its change during the year), etc. Missing information is supplemented by data on indicators of the previous period, in the case of absence of alternative information on them. The supplemented information is subject to adjustment in case of availability of data in the following period.

6.3.4 Processing error A software system for entering reports has been developed to control the miscalculation of indicators. Logical controls are implemented in the software to minimise/eliminate the processing errors.
6.3.4.1 Imputation - rate The completion of the missing data is implemented using the data on the indicator presented for the previous period in case of the lack of the alternative information on them. The completed data in case of being available for the next periods is subject to adjustment.

6.5 Data revision - policy The data revision policy and error correction process are described in Armstat`s 'Information dissemination and communication policy' document..
6.6 Data revision - practice Incomplete or distorted information is verified, as well as incorrectly coded information is matched to the requirements of pre-approved classifications. As needed, the validation of relevant codes on registration in the tax bodies, identification, registration of organizations in state register is implemented using the data provided by the business register maintained by Armstat and by the body of the RA Ministry of Justice implementing state registration of legal entities being used as an administrative data source.
6.6.1 Data revision - average size Revision of volume indices of services can be performed in case of technical errors (incorrect input, unforeseen software problems in calculations, etc.).The recalculated indicators are published with the appropriate note. Preliminary data are revised on the basis of adjustments provided by entities or other verifications.
7 Timeliness and punctuality
7.1 Timeliness There is compliance with international standards on timeliness. The release calendar is published with all the statistics for which the standards of timeliness are set by European regulations. Data are published according to the schedule of annual statistical programs publication and no delays from defined deadlines have been recorded.
7.1.1 Time lag - first results The data published for the first time are considered preliminary. The monthly operative data on total services are published on the 25th day following the reference period. The first monthly publication on total services and services by types is published on the 35/36th day following the reference period.
7.1.2 Time lag - final results Final data are presented in annual publications.
7.2 Punctuality The standard day time for the statistics of services is made public. Release policy is defined and published. Release policy defines various types of publications and their respective release procedures. The releases are published at the standard day time. The data are published in accordance with the schedule of publication of annual programs and no delays have been reported.

8 Coherence and comparability
8.1 Comparability - geographical Geographical comparability is maintained, following common methodologies.
8.1.1 Asymmetry for mirror flows statistics - coefficient Not applicable.
8.2 Comparability - over time Before 2004 the data were represented according to the All Union Classification of Types of Economic Activities. From 2005 the data are represented according to Armenian classification of economic activities (developed by Eurostat based on the NACE classification of economic activities), based on which the indicators for 2001-2004 were recalculated. Starting from 2010 NACE Rev. 2 is being used.
8.2.1 Length of comparable time series Since 2001 onwards.
8.3 Coherence - cross domain Statistics from the different data sources are compared and reconciled. The annual database of economic entities in the field of monitoring of the Division is compared with the administrative database of the RA State Revenue Committee and the supplements of missing data are implemented.
8.4 Coherence - sub annual and annual statistics The indicators calculated on a monthly basis are operative, which are subject to further adjustment and the annual indicators are adjusted, in some cases, they may not correspond to the monthly data. These differences are explained by the different dates of provisions and the regular adjustments in the accounting documents.

For research purposes, based on the application submitted by the researchers to Armstat and by the decision of the State Council on Statistics, data containing statistical confidentiality may, in exceptional cases, be provided or published by Armstat in the anonymous form, not allowing direct or indirect disclosure of individual data.
The data is used exclusively for research purposes, cannot be transmitted to other persons, cannot be published in the any anonymous form at the individual level and cannot be compared with the individual data obtained from other sources, all sources of instructional materials are mentioned, and those anonymous data are destroyed after the surveys. The provision of non-disclosure or other non-dissemination of information does not apply in case, when they, in accordance with the legislation of the Republic of Armenia, are the information reflecting natural or other monopoly activity, non-disclosure (non-dissemination) of which will have a major impact on maintaining the principles of statistical information completeness.
