2 Statistical presentation
2.1 Data description The sources of the formation of SBR database are direct and indirect. The main characteristics of the SBR database are presented in item 3.4. The updated SBR database data is used for both internal and external purposes. The use of the updated SBR database for internal purposes serves as an information base for conducting Censuses. Based on the updated SBR database data, the frame of units required for the implementation of the sample or exhaustive census is prepared for this purpose in accordance with the task formulated by the relevant specialized structural units of Armstat maintaining statistics, using appropriate toolset. The use of the updated SBR database data for external purposes serves as an information base for processing, summarizing and disseminating statistical summary information, including the maintenance of small and medium sized enterpreneurship (SME) statistics, the completion of questionnaires submitted by international organizations, for the purpose of providing information requested by the state bodies and other users.

2.3 Sectoral coverage SBR includes all the operating Units that carried out economic activity in the reference year. Operating Units are the units with at least a positive turnover and / or average annual number of employees as a result of economic activity in the reference year.
The SME frame includes the following sections of Non-Financial Business in the Classification of Economic activities (NACE Rev. 2): B։ ' Mining and Quarrying', C: 'Manufacturing', D: 'Electricity, gas, steam and air conditioning supply', E: 'Water supply, sewerage, waste management and remediation activities', F: 'Construction', G: 'Wholesale and retail trade, repair of motor vehicles and motorcycles', H։ 'Transportation and storage', I: 'Accommodation and food service activities', J: 'Information and communication', L: 'Real estate activities', M: 'Professional, scientific and technical activity', N: 'Administrative and support service activities' and division 95(S95) 'Repair of computers and personal and household goods'of Section S: 'Other service activities'.
2.4 Statistical concepts and definitions SBR is regularly updated database on the actual location of legal entities and individual entrepreneurs and notaries ( Units) registered and conducting economic activity in the Republic of Armenia, their main and secondary types of activity, number of hired employees and other indicators.
The SBR database includes the following information on Units:
1) Identification code (IDC), if available.
2) Tax payer’s registration number.
3) Registration number in the State Register of Legal Persons, if available.
4) Registration date in the State Register of Legal Persons, if available.
5) Full name (in case of the individual enterpreneur: Name, Surname).
6) Organizational-legal type.
7) Founders / Shareholders information (state, community, citizen, legal person, foreign: state, community, citizen, legal person).
8) Location (registration) address, telephone number, postal code, e-mail address.
9) Location address of the implementation of economic activity, telephone number, postal code, e-mail address.
10) The main and non-main economic activities.
11)Received profit (without VAT and excise taxes) from realization of products, goods, works, services by types of economic activities,
12) the average annual number of hired employees by economic activities,
13) Availability of separated units, representations (including in foreign countries). SME statistics contains the following information:
1) Methodological description of maintaining SME statistics,
2) Quantitative description of economic entities that have carried out economic activity,
3) Volume of goods and services provided by economic entities engaged in economic activity (turnover),
4) The number of employees hired by economic entities that have carried out economic activity,
5) The average wage of hired employees,
6) Gross value added formed by economic entities that have carried out economic activity,
7) Business-demography description of economic entities that have carried out economic activities,
8) References to the international statistical methodology of the SME sector.
Operating units are units with at least a positive turnover and / or an average annual number of employees in the result of economic activity in the reference year.
The main type of economic activity is determined by the maximum value added for certain types of economic activity.
The number of employees includes employees hired on the basis of an indefinite or fixed-term employment contract. The European Union and OECD international data set observes the organization (institutional unit) as a unit for conducting SME demography. It is an autonomous entity in terms of financial-investment decision-making, which has the authority and responsibility to allocate resources for the production of goods and the provision of services, may carry out one or more types of economic activities in one or more places.
2.5 Statistical unit SBR includes all resident Units conducting economic activities in the reference year. The frame of SME statistics includes Units conducting economic activity in the non-financial business sector of the economy.
2.6 Statistical population The Units included in the SBR are classified according to the economic activities, administrative-territorial division, organizational and legal forms, groups of founders (state, community, legal person, citizen, foreign: state, community, legal person, citizen) etc. In SME statistics, all operating Units are classified according to the average annual number of employees, by the following groups: micro - up to 9 persons (including those who don't have հired employees), small - 10-49, medium - 50-249, NACE Rev. 2 - non-financial business sector divisions, administrative divisions, etc. SME business demography (births, deaths (cessation of operations, liquidation), survival (longevity)) is carried out according to the size determined by the number of employees, by the following groups: micro enterpises (including those, who don’t have hired employees, 1-4 employees, 5-9 employees), and economic entities with 10-19 employees and with 20 and more employees.
2.7 Reference area The area of geographical coverage of SBR and SME statistics includes all marzes of Armenia and Yerevan city according to the addresses of the actual economic activity of the Units.
2.8 Time coverage During 2003-2015, the SBR was maintained based on information collected from Armstat's direct sources, and since 2016, also based on administrative information from indirect sources (particularly the State Revenue Committee). SME statistics has been maintained since 2018 based on available information (including administrative) for the previous year.
2.9 Base period 31 December of the year preceding the reference year.
3 Statistical processing
3.1 Source data Both direct and indirect sources of information are used to maintain SBR and SME statistics. The direct sources are the documents submitted by the respondents (statistical reports, references, etc.). Indirect sources - information from administrative registers: the State Revenue Committee, the State Register Agency of Legal Entities of the Ministry of Justice, and other sources, such as reliable information posted in public open sources.
3.2 Frequency of data collection Information from direct and indirect sources is collected on an annual basis. Moreover, from a direct source until 1 May of the year following the reference period and from an indirect source until 1 June .
3.3 Data collection The process of official statistics's data collection is defined by the provisions of Chapter 6 'Statistical Data Collection by Producers of Official Statistics'of the Law, as well as by Programs and Resolution No. 05-N of RA State Council on Statistics 'On Approval of the Procedure of Collection of Statistical Data' dated 20 June 2016․ Based on the above 'Statistical reports submission procedure' has been developed and available in the section 'For Respondents' on the website of Armstat (Armenian), that provides a detailed description of the process of submitssion of statistical reports by respondents to Armstat in a systematic way.
3.4 Data validation Methodological guidelines and instructions to verify the information are available. The methodological requirements to the received indicators are strictly followed during the whole process of receiving them: definitions, classifications, periodicity of processing and publication, etc. Statistical monitoring of the sphere from the direct source is carried out by Armstat's marzes / Yerevan city departments, which carry out the process of logical and arithmetical verification of the collected information. Information from indirect sources is submitted directly to the Central Office of Armstat where that information is adapted to statistical purposes. In case of discrepancies related to the completeness of the mentioned information and / or the methodology used in it (particularly the used classifications) Armstat informs the body maintaining the relevant administrative register about them by feedback to eliminate them. In addition, the comparison of information collected / received from direct and indirect sources is also carried out in the central office of Armstat during which the discrepencies between them are revealed, which are verified with the relevant respondents through Armstat marzes departments. As a result, the necessary verified individual information is developed for maintaining SBR and SME statistics.
3.5 Data compilation Input software (Microsoft Office Access) has necessary tools for arithmetical and logical checks of input data, systems for checking the aggregates, logical connections, organization registration, identification code compliance and other automatic verification tools.
3.6 Adjustment The changes in the individual data of SBR and SME statistics are based on logical and arithmetical checks, comparisons of information on the same Unit received from different sources, detection of discrepancies as a result of comparisons of information on those Units over time, and as a result, direct, e-mail or telephone clarifications and adjustments to the respondents. In accordance with the joint orders on the exchange of information signed with the bodies maintaining the administrative register. Armstat submits the detected information on completeness violations and inaccuracies in the applied methodology in the information received from indirect sources to the body maintaining the relevant administrative register to correct them and exclude them in the future. In addition, Armstat's staff provides methodological clarifications on the proper use of statistical classificationsm, when needed to the respondents and to other economic entities submitting administrative information to state bodies that are not respondents of Armstat, and to the body maintaining the administrative register and / or to the state bodies participating in that process, as a result, indirectly contributing to the improvement of the quality of administrative information in the administrative registers, which is used for statistical purposes when needed.

SME statistical bulletin was prepared with the methodological support of experts from the Statistical Services of Denmark and Lithuania and the Organization for Economic Co-operation and Development (OECD). The development of SME statistical bulletin is based on the relevant methodologies of Eurostat and the Organization for Economic Co-operation and Development (OECD).
5 Relevance
5.1 User needs The main users of statistical information are public administration and local self-government bodies, public, scientific-educational, financial organizations, business community, mass media, international organizations, etc.
5.2 User satisfaction Armstat's annual statistical program (including SBR and SME statistics) is being developed based on a the study of demand of statistical information users through the website of Armstat and (due to lack of funds) the involvment of about 147 main statistical information users (state bodies, scientific-educational institutions, judicial bodies, banking system, business frames, public and international organizations and mass media) selected by sampling.
Users needs are studied through discussions, consultations, comments on draft statistical programs, and through the
'User Satisfaction Survey' questionnaire.

Besides, the complete set of documents related to the preparation of statistical programs is also submitted to the Public Council of the Users of RA Official Statistics. Based on the suggestions / remarks submitted by the latter, the final versions of the draft programs are formed, after which they are submitted to the State Council on Statistics of RA for approval.
5.3 Completeness The SBR is developed and updated according to the Units dealing with the types of economic activities available at the 5 digit national level of NACE rev.2 and according to distribution of of communities, settlements /administrative districts of Yerevan of the classification of administrative-territorial division units. SME statistics is maintained in the non-financial business sector of the economy (according to the relevant divisions and division S95 of the relevant sections of NACE rev. 2) by distribution of Units and RA marzes / Yerevan city.

6 Accuracy and reliability
6.1 Overall accuracy The accuracy of the SBR and SME statistics output data could be assessed as high, because they are formed as a result of the comparison and combining, logical, arithmetical verification, reliability assessment and verification of collected / received information from direct and indirect sources.
6.2 Sampling error Information on SBR and SME statistics is collected / received exhaustively. Therefore, statistical sampling is not applicable.

6.3.1.2 Common units - share The ratio of information collected / received from direct and indirect sources comprises 17/83.
6.3.2 Measurement error Electronic data collection from direct source is subject to automatic software control to eliminate logical discrepancies between the indicators included in the statistical reports. Besides, both electronic and reports collected by hands, before to their entry in the relevant databases, are subject to additional quality controls and validation as a result of the direct specialized work of Armstat staff with them. In order to verify the reliability and completeness of the information received from indirect sources, they are compared with the relevant information collected from direct sources. As a result, the discovered discrepancies are adjusted with relevant respondents. In case of breach of the integrity of the information received from indirect sources, cases of incorrect use of classifications, the relevant administrative body maintaining administrative register is being notified in order to ensure the necessary adjustments and completeness of the data and to avoid them in the future.

In case of already published information or the use of prepared databases, appropriate adjustments are implemented in them, that are followed by appropriate notes and / or clarifications on the changed indicators.
6.6 Data revision - practice The review of statistical products prepared as a result of SBR and SME statistics is carried out when necessary, in case of new, verified information.

7 Timeliness and punctuality
7.1 Timeliness The updated SBR database is prepared 8 months after the end of the reference period, and the SME statistics - 1 year later.

7.1.2 Time lag - final results The updated SBR database is ready for use in 8 months after the end of the last day of the reference period and the SME statistics is ready 12 months later.
7.2 Punctuality The updated SBR database is ready for use and SME statistics is published in accordance with the schedule of publication of annual programs and no delays have been recorded.

8 Coherence and comparability
8.1 Comparability - geographical The SBR and SME statistics are maintained using the same methodology by the RA marzes and Yerevan city. Therefore the indicators of mentioned spheres are comparable with each other in terms of RA summary and marzes/Yerevan city. Moreover, there are comparative tables and graphs from the geographical point of view of the indicators of the mentioned sphere within the framework of SME statistics according to the distribution of the RA marzes / Yerevan city.
8.1.1 Asymmetry for mirror flows statistics - coefficient Not applicable.
8.2 Comparability - over time Full comparisons of SBR and SME statistics can be made over time in case of using the same methodology in the process of their preparation. But often, due to the change of statistical classifications and due to the change of information codes through them in the mentioned areas it becomes necessary to create and apply transitional keys between the changed classifications, which are used to make comparable the similar indicators for different periods.
8.2.1 Length of comparable time series The SBR has been maintained since 2003 onwards and the SME statistics since 2017 onwards.

8.4 Coherence - sub annual and annual statistics Some indicators related to SME statistics are operatively processed and published quarterly by the specialized subject matter Armstat's divisions maintaining statistics.The mentioned indicators, however, in the classical meaning, have certain pecularities compared to the internationally adopted standards of SME statistics due to the operativeness of collecting and publishing information about them. In particular, according to the adopted rules, the completeness of the framework of SME Units should be ensured or the separation of SME Units should be carried out in amounts determined by the average annual number of employees, taking into account the annual turnover of those Units, while other criteria are used to process operatively published information. Therefore, the SME statistics published on an annual basis are not methodologically and chronologically comparable to the corresponding statistics published on a quarterly basis.
8.5 Coherence- National Accounts The methodology defined or derived from System of National Accounts-2008 is used to maintain SBR and SME statistics, they are used also in the sphere of national accounts statistics. Therefore, the statistical products produced as a result of them are comparable with each other.
8.6 Coherence - internal Summary data of SBR and SME statistics are received as a result of processing individual information on basic Units, so preparing summary information is fully cohrerent with the basic individual data.

For research purposes, based on the application submitted by the researchers to Armstat and by the decision of the State Council on Statistics, data containing statistical confidentiality may, in exceptional cases, be provided or published by Armstat in the anonymous form, not allowing direct or indirect disclosure of individual data.
The data is used exclusively for research purposes, cannot be transmitted to other persons, cannot be published in the any anonymous form at the individual level and cannot be compared with the individual data obtained from other sources, all sources of instructional materials are mentioned, and those anonymous data are destroyed after the surveys. The provision of non-disclosure or other non-dissemination of information does not apply in case, when they, in accordance with the legislation of the Republic of Armenia, are the information reflecting natural or other monopoly activity, non-disclosure (non-dissemination) of which will have a major impact on maintaining the principles of statistical information completeness.
